Angron was an extremely powerful empath, and afaik he could heal people, put their pain upon himself, inspire and rally them to supernatural levels, etc. His version of the nails was DOAT tech the High Riders (the planets rulers) had laying around. Outside of penal legions not much. In older editions of lore the IG valued human life more than tanks or guns because it was easier to produce them in 30s on a forge world. They also got paid in credits for their service and the reason cadian equipment was so widespread is because after a campaign ends the regiment retires and colonizes the new worlds.

The Castigator is a noob trap for SoB because "it's a tank, people bring tanks" so people get them and try to make them work, it usually doesn't because it's not a battle tank like the Predator was or the Leman Russ is, it's not tough enough to be a shield and it's not strong enough to be a big gun. It doesn't help that it's $92 (GW price) so people want to not feel like they wasted money.
You should have 1 per 1000 points of game size, and very rarely consider going for more than that. It's not a good vehicle on its own, it doesn't do anything well enough to justify itself beyond just "is a tank to eat some damage" and Rites of Castigation giving an AP bonus.

Space Marines usually have a bunch of them in particular though because they have so many redundant units that there's almost always one unit that is just strictly worse than another. Ironically this is usually less of a problem for smaller ranges where every unit has a distinctive role.

Guard HWS mortars are just bad against anything but massed infantry, and guess what *nobody* is running anymore because of marine powercreep?
The Centaur is also a bit of a trap, but it still has use as a transport with Firing Deck 12 so you can run it as a Katyusha with 6 mortars in it, which is the one place I'd say to run both of those things.

The HWS has 3 of every weapon option in the box
The lascannon, autocannon and heavy bolter all use the same base tripod for their gun so you can just swap between them without gluing their top half to the tripod.
The Missile Launcher and Mortar both require the tripod legs and have unique poses vs the others, so you can't really build 1 box of a heavy squad into all 5 options, just the 3 that share a base, but you can build 1 HWS box into 3 of any heavy weapon.

Indirect fire is just not worth it in current guard lists, even from a Basilisk. You are never going to use the 20' of range on a 6'x4' table, and it doesn't have a high enough strength stat to matter vs vehicles (s8 vs most vehicles being t10 or above). The *only* time I could suggest going for the indirect fire weapon is in either of the towed artillery batteries; fwiw, the Cadian one is better because it has sustained hits 1 if it didn't move (you shouldn't be moving this nearly ever) and you have a command squad pocketed with it (that you should be doing anyway).
It's better to bring more tanks to fill out a roster if your goal is to actually kill your opponent. The Basilisk is only 15 points cheaper than the Leman Russ Vanquisher (the tank killer variant of the LR), fwiw. Or Hippogriffs, they're very good as anti-vehicle, can move after firing (to go back into cover) and only cost 70 points each.

Vanquisher main gun is s18ap-4 and does at MINIMUM 7 damage that can reroll its wound rolls against vehicles/monsters, and can hit on a 3+ if it hasn't moved and has an order (it will because of the Vanquisher Commander and won't have moved because of its 6 feet of range). The previously-mentioned 6 feet of range lets it cover just about any sightline that you'd want a big gun to cover on a 40k table. GW undercosts this vehicle so much because they don't understand how tanks are actually used, both in their game and in reality; they treat them like medieval knights that ride in the front and eat up damage when they should be treated like artillery pieces that don't explode when they get shot at.

The Executioner to me is another in the list of "medium killer" vehicles, the plasma cannon isn't strong enough to make it worth it against vehicles, and the Exterminator's autocannon main gun (and its special ability, which is just Rites of Castigation) edges out the Executioner in that intended role too, so I don't even consider it.

I spam Chimeras because I like them, it's purely a me thing; I started 40k at like 9 years old with Steel Legion minis after all.
The Centaur is technically better as a fast-mover and the Taurox is more rounded as an armored transport because it lets you pick a different detachment than Mechanised Assault, but I just like the Chimera (I play my 1k list with Mechanised Assault so I can jump out of them after moving).

Your list is definitely in the "collection" category and not a "just units I play with" list, just looking at it; there's a lot going on and not a lot of it is a coherent idea yet. You definitely do not need 4 infantry characters to make a playable list.
I'd drop the Valkyrie because it's overcosted and put a Chimera in its place as a turn 2 or 3 side-of-the-map ingress vehicle you deploy from reserves with the Kasrkin inside as a "kill this thing/capture this obj" option, which would net you 95 points to use on adding anything else (like another Hippogriff or a Recon Squad). A Hellhound might also be a good purchase if you want to go further with HWS or play more into artillery.

The Executioner at this point is competing with the Demolisher more than any other LR main gun, and in that case it's the one that I'd run in my Commander Russes if I didn't have points to spare (Demolisher cannons add 15 points to the cost of the Commander). It's like 72% as good (asspull math, not real) as the Demolisher, but it's free. Run it if you like it.

That's fine, most of us started by doing that; it's just how you transition from model collecting to actually buying and fleshing out an army roster that matters.

The Commissar is incredibly limited as a character, and only really worth it if you're playing heavy with Bullgryns/Ogryns to take advantage of that. That's why he's 30 points.
My rule on Commissars is I just use Castellans attached to Cadians unless I bring Bullgryns.

I gave you my lists, all of them are vehicle heavy with the bare minimum of infantry, and they even still have their own not!BTR Chimera to drive around in. There's no game rule restriction on bringing battleline either, I could genuinely take all tanks if I wanted.

Guard infantry serve next to no purpose in fighting currently; they can't hurt most opponents, and they die as a unit to 1 or 2 attacks from most opponents. Therefore, I only bring enough to run around in the back (behind my tanks) to capture objectives while my tanks do all the fighting, my infantry guardsmen rarely see the enemy. The Cadians' sticky objectives ability makes it really easy, you just run their Chimera around, have the guys hop out to apply the sticky control, then hop back into the Chimera and do it to the next point, and because of the sticky ability you retain control without a unit on the point (unless your enemy steps onto the point, which they shouldn't because your tanks *should* be crushing them under tread in the meantime).
That said, bring what you want. I know that 25-man Krieg infantry balls have also been run and are fun to play with in a "why won't you die" sense, they just aren't my style and stat bloat elsewhere makes them suffer more than tankspam.
Someone other than me could probably tell you a lot about "proper" infantry guard, I'm just not that guy.
