In terms of "canon", my knowledge is mostly for VtM. In which case I would say the most despicable person is probably Uncle Augie. The Tremere were at least trying to find a replacement for their failing immortality potions. The Eldest's mindset is so inhuman that it's harder to outright condemn.

But Augustus Giovanni is the most despicable because he's really just Lasombra writ small. A power-hungry occultist that's willing to burn the world down to rule over its ashes.

Rabbie the Ravnos. Not my PC, someone else's. Picrel is his character art. His player was on a personal mission to actually hit 0 Humanity and go feral before the chronicle's end. What's the appeal of this supposed to be? If you're keeping drones, Weaver spirits and Weavertech to an absolute minimum and most of the cult is just mundane mortals without any numina, then you've just got mundane corporations for the most part. It seems like the cult wouldn't even be doing anything overtly antagonistic that would draw the attention of the Garou. The Patriarch cultists seem like the New World Order but blander, the Machine cultists seem like Iteration X but blander. The organisation seems like it's designed to be unremarkable and uninteresting, and maybe if you're trying to make a point of how banal and boring the slow and incremental calcification of society is, I guess I can see the value in that, but they wouldn't be a particularly fun antagonist. What would a standard session against these antagonists look like and how could the Garou PCs be expected to do something about them without looking absolutely ridiculous and unreasonable, or without being bogged down in the tedious bureaucracy required to get things done legally and by the book?

no. blood potency is only a thing in v5 and vtr

thinbloods aren't a thing in vtr (although revenants are pretty close) and in v5 generations have a minimum and maximum potency and in both cases topor can't reduce it to zero (which is what thinbloods and revenants have)

I'd say that it depends on the way the cult is run. Dogma, Machine and Science offer a lot of variety. Extreme examples could include a terror group that's wiping people out under the banner some ideology. In reality, they're removing opposition for a company to move there in 5 years and build a server farm or something equally weaverish. Followers of the machine could be actively expanding the military industrial complex and testing weapons on anything that stands in the weavers way. Science could range from mad scientists trying to optimize the spread of weaver taint through the population to eliminating any and all shifters from ever being born. The more subtle ones would offer more opportunities for the socially-orientated tribes shine.

Putting focus on investigation would be ideal. These aren't Pentex subsidiaries, they're not tied to one massive conglomerate. You could have groups that seemingly have no ties to eachother and their goal couldn't be more different but the actions of group A prop up group B. Results could be instant or only be visible 5 years down the line. Imagine your group investigating some local pentex subsidiary. Everything should be going well for pentex, as usual. Instead, they're running into problems without your interference. Why is that? You do some digging and see that [insert group] is heavily tainted (weaver). The weaver is usually hand-off unless it's something important so it might be worth seeing what they're doing. Their goals can be their own or they're trying to do the same thing pentex was going to do but with a weaverish spin on it.

1831 has a better introduction added by mary shelley while the 1818 has one by Percy that is kinda wooden

Firstly because Imbued are the weakest human numina faction, which is central to the splat's identity. Imbued are basically Call og Cthulhu investigators ported to World of Darkness, the campaign is all about the slow decent into either insanity as an extremist or failure.
Second, Imbued are the Only human numina sub-splat that can't learn other numina. This maintains the central theme above, but makes it clear that imbued can never really join the larger conspiracies. They can Only ever be independants or foot soldiers/canon fodder.

Weakest? They are practically only second to Shih and unlike them, Imbued are created everywhere and have some of the fastest growth curves out there if they survive a month or two.
Like, most Psychics only have a single Psychic path and unlike Sorcerers are mostly alone. Though unlike them, they don't need much study material.
Sorcerers are mostly stuck spending years learning shit even if they have good amount of talent, if not stuck with a smattering of a few Paths and not enough material to get by if they aren't part of a Mage group.
Shihs are good and all but they are very few and the way they become Shih is an extremely slow method of training akin to Sorcery.

Stargazers for being the inverse of Garou and actually getting away with it, the Children of Gaia at least have to deal with the consequences of being rage-filled warmachines trying to be peaceniks. Making them more interesting would require making them suffer more meaningful consequences for trying to be nega-Garou, but that would make them a little too much like the Children.
