Legionaries that have given in to the iconic fatalism of the world eaters and no longer wish to continue. The cool part about having standing formations in a campaign is it makes the formations narrative. I.e you have some tertiary auxilia chaff with you for a mission that could join your forces in future battles if they stand.I think the play is for players to create their armies as normal at the start of the campaign with those being initial formations. As those take losses they can be reinforced, gain new formations etc based on narrative and mission results.

Now there are know unknowns and unknown knowns, which are the thickness of the walls of both projectiles, the type of explosive and the type of propellent of both. We know that due to the nature of each a grenade launcher launched grenade needs to resist less stress compared to a bolt as the bolt when launched from a boltgun has a first stage where it is accelerated by a conventional charge and the bolt has to have thicker walls to penetrate and not break on impact so those are three points in favour of grenade launcher launched grenades. We don't know the type of explosive used but the bolt needs to use a type that can survive the much faster acceleration than the grenade launcher launched grenade as it relies on acceleration and hardness to penetrate and inflict damage so there is less options for it to pick. If using the same type the grenade launched yadda yadda has more of an area of effect due to you get it.

The volkite, on the other hand, would do nothing to the tactical squad, nothing to the deathstar, and nothing to the tank.

For fateweaver allies, would you rather a navigator/davinite priest in a 10 man SA squad, or a base tactical command squad? Both units cost basically the same (100~pts), the main difference is that the priest is 2 higher WP and his unit have line(1), but theyre also more fragile and lower LD and stuff.
I glued the the epic scale warhound legs in their default positions but ended up with a god engine that's perpetually hitting the stanky leg. Theyre a skew army which punishes melee extremely hard and requires specific tools to kill. They reward playing the game in a way that denies them the chance to do what they want to do (melee) and thats not super fun. But at the same time you CAN just disengage from them, just dont play their game and they arent very good at winning. Theyre balanced, theyre just aids a lot of the time.

You arent getting anything out of them now being SA because you use your regiment on it, and they dont give the rest of the army their special irregulars stuff either. And the tests to score or react WILL hurt them, because militia chaff have abysmal mental stats. Dont get me wrong, theres absolutely some value there, at least for custodes. The ability to just have those cheap infantry or heavy weapons options is a godsend for the army. But outside of that context the regiment is worthless and downright "worse than normal SA" (because regular SA from any other regiment, not even just fateweaver) get something for it. Whether thats free reactions, scoring cav, tanks with the DG trait or that ever helpful pinning +1. AND you lose out on legion auxilia, and while a lot of them are often sidegrades/irrelevant (lol damnatii), theres some good shit there too (the AL ones for example, nuts, UM ones, nuts, WS ones, nuts).
