>>98746765>Most important thing to consider when creating a super setting?Power level consistency. Get a big bad/big good guy that is the "strongest there is" and make it so that is true. No matter WHAT the players can never be stronger than that guy and that guy is the absolute limit for how high the stakes can get.This makes sure street level heroes stay street level and like wise for all other power levels. If the players try going past that point they get on the big bad/big good's radar and get killed. Thematically it's appropriate, from a GM perspective it's an easy out for crushing Min-Maxing dipshits for trying to break the game to appease their build autism at the expense of everyone else at the table.Note that if your group is primarily min-maxxing build autists, completely disregard this and let their freak flag fly why you just keep ramping up the bullshit until God shows up in game or some other dumbass endgame event happens.

>>98746765>Heroes and villains?It's super hero stuff. Pick an era of comic books as your template and stick with it. Just don't do subversions. One of the things I enjoyed about the Invincible comic was that it WASN'T a subversion. Mark was just absolutely terrible at his job despite having the flying brick power set.
I've been eager to get a game of M&M 3e off the ground, but my regular group are not interested. The only other places I know of to look are just fagcords with nazi punching in the rules.
I know that MSH from TSR still popular after all these years, but do people still play the game? I see people talking about it but I never find any LFG posts or MSH tables at cons.

>>98746765No need to worry about power level, that's already handled by the trait cap and hero point total. The players can be the strongest heroes, and need not be punished for becoming stronger. Min-maxing can't break the game, so it's not a concern.

Everybody expects JLA and Avengers expies, but have you tried doing expies of things other people don't know?Have you read any indie superhero comics? Do you remember old superhero cartoons from the 80s/90s? Or superhero live action movies and series from the 1970s or 80s? Have you read superhero books? Do you know superhero anime/manga? There is a treasure trove of media you can use to steal ideas, names and whole characters if you are willing to tap into it. Even parody works like The Tick and Kinnikuman have ideas that would make for great heroes if used straight. For instance The Tick comics has a character that can manipulate sound and make solid objects out of it, but he can't create sound so his costume is a giant old time radio. Change the name, make his armor cool instead of ridiculous and you've got a cool character.Try to check what your groups superhero literacy level is too, and avoid using anything someone else can recognize easily. If you think someone in your group might recognize what you stole, change it a little more.You can also use non-superhero media. Change some names, ditch the lightsabers, mix some religion and you can add a brotherhood of psionic monks that use foresight, telekinesis and bare handed martial arts to protect people to your galaxy and players might not even notice that they started as the jedi.Want a supernatural hunter? Instead of a Blade expy, do the Winchesters backstory and personality, but now they have mutant powers. And maybe one is a girl, or there's a third brother, or they're latino or asian, just so they're not too similar to the base.

Trying to balance seriousness without losing heroicness of the bronze age? Violent iron age? Subvert your expectations of the modern ages?>What about heroes and villains for said setting?Start with the basics. A team of JLA expies and a team of Legion of Doom expies. A local hero group and a bunch of local villains. Then add stuff as necessary for the adventures. Adventure in an aquatic place? Come up with a couple of aquatic villains. Hero needs help?Come up with a new hero and his enemy..Then fill the gaps. Your group defeated the aquatic villains, but who is the aquatic hero who normally deals with them, and how does he feel about some new guys helping? The hero the team helped is going to come back later in the campaign? If so, does he have allies or a hero family that could be useful? Does he have a rogues gallery that wants to attack the PCs for saving him?
