What gave you this impression? Artillery are frankly dogshit in the current game.
Artillery isn't worth it in most cases for the points, GW doesn't know how to balance indirect fire so they make it too costly and too weak to encourage people to not bring it. There are no specific rules in any detachment that buff any artillery that don't also buff other (read: better because of the above stat and point issues) units as far as I recall.

Officers are required for guard to actually hit things, which is why I suggested a Russ Commander (and Grand Strategist is so he can give orders to himself alongside the other 2 tanks). Infantry officers can't order tanks unless you're using the Armored Infantry detachment. Rear line infantry going around between points don't need officers because they aren't going to be fighting. Or in the case they are, the Castellan on the other unit *should* be within 12 inches of them to give one of his two orders in that turn because tables are so small now.

Plasma/Grenade launcher are good if you plan on keeping distance but actually using them to fight
Flamer/Melta are good if you expect to fight in close range or expect to get jumped on by deepstrike.
I run flamer/melta on all of my guardsmen because the only time they'll ever get to shoot is when I fuck up screening; the rest of my army is tanks, which keeps the rest of my enemy's army busy most of the time.

I've considered plasma/melta before, but the melta range issue makes me not want to bother.

Krieg HWS with flamers are phenomenal to get objective control.
Cadian HWS with autocannons or heavy bolters are good overwatch (hit on 4+ with overwatch if near other infantry, including a command squad) to prevent flanking
Catachan ones are best served as long-range killzone weapons; you set up "firing tunnels" where your opponent HAS to walk into 3 lascannons that hit on 3+, or go somewhere else, where you also have 3 lascannons that hit on 3+ set up. You can shut down the entire table with proper HWS placement.
Also the Centaur has Firing Deck 12 and can fit 2 full HWS in it, so you can fire 6 lascannons or Mortars at once out of it. I've thought about doing an army with Centaurs with mortar HWS in them as Katyushas.

They're very fragile for what they do, a Leman Russ Vanquisher costs the same as 2 HWS and can't die to an attack from 5 Intercessors.

HWS are best used as a means of making your opponent go somewhere else. You rarely even use them for their own weapons.

One last question Guardchad. For my Kasrkin; what loadout is good for a squad that’s just being enemy lines/surgical strike/solo working? My idea with them in my eventual 2k list is to carry them around in a Valkyrie (I know they’re shit but dropship are so cool) and have them either contest/take objectives and kill targets I need gone that aren’t impossible to take down by a single squad, like enemy leaders.

Diablo is a terrible RPG with no choice and consequences, no roleplaying, terrible randomized loot system shitting out worthless items, fetch quests, grinding, braindead action combat as opposed to tactical one, with simplistic stats and skills and more

If you're planning on using them to kill characters/leaders or backline annoyances, the same as normal. Plasma/GL or Plasma/Melta; I'd run 2 each of Plasma/Melta personally. The Melta range lets you take advantage of rapid fire on the lasguns and the plasma guns.

The usage in this case of a "finishing blow" would be

Painting mining tool acolytes. I really don't like painting the armor panels, last time I did it I used an airbrush to paint all 30 neophytes at once and it made the process so much easier. It's also due to Vallejo Grey's tend to bubble up, with an airbrush had no issues.

I actually just realized that calgar is even worse because of course he is. He is only FIVE points more expensive than mephiston. His basic melee is the same as mephiston's but with more strength and fucking TWIN LINKED while mephiston gets lethal hits and a keyword that does nothing except give some units fnp against him. Calgar also gets an extra STRENGTH FOURTEEN AP 3 DAMAGE D3+3 attack that is ALSO twin linked for some ungodly reason and isn't even a hunter profile! Plus he gets 3 datasheet abilities which all have the potential to vastly help your army and his unit, and deepstrike. Mephiston's right now only has his psychic abilities, which he can't even use all the time, one of which just does one third of the function of calgar's first ability, and sure mephiston gets lone op, fnp and fights first, but fights first is a nerf half the time this ed, fnp is a mere 30% dmg reduction, and all lone op does is prevent him from getting randomly sniped, it doesn't help at all when he's where he wants to be, in close combat with the enemy. Calgar can walk up and bitch slap a tank off the board by himself easily while also opening up huge flexibility for other units in your army and his own terminator bodyguards while mephiston maybe charges and kills 2 terminators or 3/4 marines and maybe survives the fight back if you're lucky. TOTALLY THE FUCKING SAME!

Mine got separated from pigment so even after vigorous shaking and churning it like milk with an old brush, it still dries extremely glossy and practically are unusable. To play devil's advocate
Mini of the month was a way to get returning customers to come in and maybe buy things at GW's inflated prices, but would slowly die off because of the slow boil of every negative about the process (fuel to get there, time, scalpers, stores not giving them for free, etc).
The new "paint class" thing is a way to get people who otherwise have no experience painting to come in, learn how it's not actually that hard, and maybe buy some more models and paints to then become a new customer

From a business perspective, it makes sense to grow the pool of potential customers; because GW assumes that pre-existing customers will keep buying (they've been right so far), so they don't need catered too beyond "keep selling the products that they're currently buying."
Not saying I agree because I quite liked the mini of the month thing to get models to try new schemes and even test out buying whole armies, but the new system does clearly have a benefit from a lowest common denominator sense. I personally don't have a reason to go to a GW-owned store anymore, they're too far away, their prices are too high and their selection isn't exclusive enough to be worth it.

The ork half is the better half, unfortunately. The admech is about a single girlboss techpriest being smarter than all the magos and the only one taking the ork threat seriously, being BOLD and WISE enough to engage in tech-heresy without getting corrupted, and outwitting as well as outfighting a CSM Heresy veteran. Which is better than how 40k does it, I wish more than anything we didn't have BL giving us a blow-by-blow of the HH and just kept the actual facts about the past up to interpretation. People make fun of Zanzibart style writing but it's a lot more fun to speculate than having every minor detail laid out before us.
