Back in the day during creation of the setting, the OG GW crew never intended for the HH to be fleshed out. It gives background context to 40K, sure, but autistically detailing all the events that happened removes a lot of the mystery and intrigue of what should be a dark and largely unrecorded time of mass chaos and brother betraying brother. There are quite a number of us older Warhammer fans who agree with and hold onto this sentiment.Then secondly, there was the execution. Naturally, fleshing out the entire HH in one huge book series required the entire BL staff to get on board. Most of the BL authors are subpar shitters, so the series is just filled with amateur hour slop. It's not good, AND it destroyed any mystery and curiosity about the HH era. Fans of the series tend to also be fans of Marvel shlock, so if you go into a LGS and hear someone excitedly yapping over HH it's always this primarch did this and that primarch did that, just gay capeshit.

When you add in all the minor orders and specialized orders that goes up even higher. And there is also the fact that they will exist in low numbers all over the place, with maybe a handful organizing the security forces of any given major cathedral on any planet anywhere. So your average well travelled person will almost certainly have seen them, unlike marines who are incredibly rare and only go to where the fighting is thickest.
