It's a Heisei Rider show and that's always a good place to start. You could start in chronological production order and start with Kuuga, the first Heisei Rider show and work from there. None of the seasons are connected by continuity so you can technically start wherever you like and go in with the mindset that they're J-Dramas rather than a typical live action shounen series.
