Sometimes it's about licensing requirements.

After more than a month of being back from Japan, I finally managed to open up my SF Arena Ryu and Ken I bought in Tokyo. Literally the only way to get these for the regular price if you don't live in the US. Luckily enough, they even came at 22€ a pop
