That happened around 1993/1994 when Hasbro bought out Kenner. It requires physical storage for all the toy molds, production samples, and everything. When the two companies merges, they "cleaned house," so to speak. So they threw away stuff they thought would never be useful again. They also let a whole lot of toy brand and character copyrights simply expire from non-use.

For the main brands like Star Wars, GI Joe, and Transformers, they kept the stuff they felt would be useful later on, but trashed the rest. They also let a lot of character copyrights expire. In the 90s shortly after the merger they re-used classic Kenner molds they still had for the POTF2 vehicles. In the early 00s when Gen-X was really digging in with nostalgia-hunger, Hasbro went to do reissues only to discover that they threw away a fuckload of stuff.

Key stuff that got thrown away:
1. MOST Star Wars figures and vehicles.

2. Transformers dinobots, Jetfire, Shockwave, Mirage, and probably every Transformer after 1987 except for Power Master Optimus Prime.

3. GI Joe 1985 Snake Eyes, 1983/1984 Cobra Commander, 1986 BAT, 1984 Zartan, all the big stuff (Flagg, Terrordrome, Defiant)

Hasbro has since re-made a few molds like 1983 Cobra Commander and 1984 Zartan, but still no 1985 Snake Eyes or 1986 BAT. And still no dinobots, Mirage, Jetfire, and Shockwave reissues.

To expand on this, if you want to produce your own line of Centurions, Inhumanoids, Supernaturals, or whatever, then go for it. They're dead brands with expired copyrights, and are up for grabs.

Hasbro did maintain the overall Transformers and GI Joe name copyrights, but not for most individual characters. They only maintained a few key ones. And when Hasbro got back into making Transformers and GI Joe with expired character name copyrights, they re-copyrighted everything with tricks like "Autobot Jazz" instead of just "Jazz" and "Cobra Agent Scrap Iron" instead of just "Scrap Iron."

So...Batman variants, the Ewok village, loads of early 80s Star Wars figures, Jurassic Park figures, Robin Hood Prince of Thieves figures and their Ewok village, Congo figures, and the other 80% of transformers that were not notable main characters at all or ever even appeared in an episode before that no one really cares about. No one really cares to have Sandstorm ever again.

It's not a huge surprise. Without GI:Joe becoming very popular again I could never see them making another Terror Dome or Rolling Thunder again. Those are too big and expensive to produce and there is not nearly enough interest in a collector market to make that a viable option to manufacture again.

Also chinese companies churn out all the Dinobots so those seem to be fine.

As far as ythe terrordrime goes, Hasbro did at least save the Firebat, which they reissued with the 25th anniversary line. I just wish they'd reissue it again because that one's gotten too pricey as well.

In context of 1994 that is not at all a surprising thing. There was no major large scale collector's market and especially not one that the toy companies ever catered to. Toys were made, runs ended and they were never going to see the light of day again so the molds were essentially useless to them.

Barely anyone ever rereleased an old figure of any kind, almost everyone was a one and done deal. This was also coming off Generation 2 not doing so great and falling off so Hasbro likely assumed the line was pretty much dead.

The 2000s reissue of PMOP was made on the Takara's version fo the mold, as they did already their own reissue of the mold as Super Ginrai, Fire Guts & Super Convoy years back (hence why it has the retractable blue fists & comes with Godbomber with the localised/western name of Apex bomber)

Funny thing about that one is they scrambled through their warehouses hoping they didn't throw that one away because with the massive pile of decades of toy molds that got tossed, they couldn't remember. They fould the mold for his head, AND THAT'S IT. They also tried to find what they realized were the "big three" figures from the regular-production 1980s line (BAT, CC, and '85 SE) because of the value of them in the collector's market, and didn't find shit because their inventory-keeping while they were tossing stuff was apparently pretty terrible.
