The Lego license was awarded by The Pokemon Company, which is a consortium of Nintendo, Game Freak and Creatures. Lego would have to negotiate another contract for these characters if they want to create figures based on them.

I just got the IKEA LEGO set and I'm loving the part variety. LEGO "classic" totes include a bunch of pointless, stupid eye pattern round tiles and ugly colors but everything in this one is a pleasant color and a reasonable shape with plenty of broad applications. The minifigures also don't have that black strip on their neck peg.
