"Toy investors" (aka scalpers). It's all on them. They hoard, and they mark up the price to scalp. They create artificial scarcity through their hoarding, which helps inflate the market price.

Toy-makers see this, and say shit like "well if sellers can sell our $25 action figure for $75, then surely we shouldn't feel guilty for selling them for $40 (as an example). So toy-makers are charging us more and more of the "adult collector tax" with higher prices, especially since they know kids aren't buying any of it. And there's absolute zero financial incentive to get prices down because of it.
