Is there a world where new Cell could be a 4000 yen barebones figure? When it comes to essential accessories he needs less than Frieza, no alt feet or a chopped tail. Just some hands and smaller face plates that swap under the crown and not full headsculpts like Frieza. He would use more plastic but Super Hero Piccolo was a larger one too at that low price.
