The point of putting the arms on struts was to make room so you can deploy the missile pods freely in robot mode; it's totally a compromise made because the Liger's combat gimmicks were prioritized over the robot mode transformation. I've said it before, but it's best not to think of this guy as Optimus Prime - he's very clearly just a Shield Liger who was upgraded by Dianauts to transform, and his robot mode just HAPPENS to look slightly like Optimus. He doesn't even have a Matrix.
Only learned that Hot Wheels Prime was a thing recently and impulse bought one. I love the heavy weight & scale but hate the excessively long fist pegs. That is all.

The problem was that, since he kept getting jammed mid-transformation, they just disconnected the motor that pulls him down. It would theoretically be possible to reconnect it and have him transform as intended, but then you'd be running the risk of him getting stuck again.
