The refineries are just straight bugged; previously EF would go to refineries automatically which wasn't ideal, so I had it add a dropdown menu so you can select where you want your EF to go. Apparently the flag that makes that option available when refineries are unlocked just wasn't triggering, making it impossible to make refined EF. The EF cap issue is just a matter of needing to add the EF cap upgrade back in.
