Namely you are very limited in what kind of hero you can make because the costume options aren't nearly as vast, with many options locked behind drops or paywalled, and then your powerset is even more constricted and not as modifiable, with certain powersets again costing you extra money. There almost a good reason for the limitations, and that's that Marvel actually sued City of Heroes because you could make trademark characters like Wolverine in it, but Marvel basically dropped that lawsuit with zero changes made to the game (even people with characters flat out named Wolverine were allowed to keep those characters).
