There's no much difference between a 20 year old and a 21 year old, just like there's not much difference between a 29 year old and a 30 year old. There's no set age where things just "click," it's all very gradual. But at some point you have to let people be responsible for their own lives, and for better or worse, we as a society have decided that the magic number is 18. Once you're done with high school, life's training wheels come off.
