Saw something interesting posted elsewhere that every suselle scene is interrupted, each one getting a more noticeable lackluster conclusion to their moment

Is it building up to something better or worse? Who can say. However, I don't recall any such scenes of Kris and Susie having nice moments together getting interrupted the same way.

The way so many things are in turmoil, if this doesn't end with Kris or Susie using the term "love" I think I'd still be okay as long as Susie comes to the realization of how much she carers about Kris, and Kris for Susie.
I don't think she has the proper words or understanding to really define her relationship with Kris, but she knows it's important. A "whatever we are, we're cooler" kind of important. I think it's a form of love, but not one she knows how to define so she assumes its something else. But whatever it is, it's something that means a huge deal to her, so much that she can't process a scenario where Kris isn't at her side, it's just a given. Even when they aren't around, Kris is still an extremely important source of comfort for her (god the implication of her sleeping on Kris's bed alone is staggering). Kris is her stability, and in the same way Kris only sees their life as being okay when Susie is in it.
The biggest question that remains to me, is if the kind of love Noelle wants not matched by what Susie can give, can Kris and Susie find their own understanding of what their bond means to each other?

I think Gerson is aware prophecy can't be averted but it can be reinterpreted just like the stories (Dragon Blazers and Lord of the Hammer reintepreting the Prophecy) its something Susie already did by telling Alving what Gerson wanted to convey. Understanding love is not the same thing as falling in love. I think part of Susie's journey is understanding what love means to her - whether that's romantic or not is not really the point.
Toby described Deltarune through its paid release trailer as "A heartfelt story of humor and friendship". He also once posted an unused variant of the girl next door theme saying "I hope you can be friends with everyone". So to me this story has love in it, but the point isn't to end up with ship pairs in good or bad endings.
Yes, there might be a character who ends up fully in love by the end of the story, but I don't think that's the driving motivation. Love it a plot point, but it doesn't have to be the main factor.

That's the way I'd predicted Chapter 5 would go if the final prophecy was about "the Girl losing her love"; Susie would reject any feelings directed towards her from anyone (including Noelle, who would obviously try to date her during the festival) and frantically reassure herself that nothing like love is happening. Crisis averted. It wouldn't work, of course, but it would make sense to someone like her.

Random thought I want to work into a future story idea:

When she was a lot younger, Susie had a little crush on a classmate (human?) and they got into similar hijinks and trouble together. She learns about what it means to like someone for the first time, wants to say something. Valentine's Day approaches and she gives the classmate a handmade valentine present. The classmate is with several other friends Susie doesn't know well. They all start laughing. The classmate ridicules Susie, asking why she'd ever think they would like her like that. Takes the present and steps on it.
Her self-esteem shattered, Susie realizes in order to love, someone has to like you first, and hides her heart from the rest of the world. She moves away soon after, and is never able to confront the classmate about their actions and understand why they did that to her.
