I'm currently reading The Tainted Khan, the sequel to Dragon Rider by Taran Matharu. Dragons in this one are non-sapient, but still form Pern-style telepathic bonds (you can also bond this way with other animals, but dragons are considered the top tier). It's got lots of cute moments with the MC's dragon playing, snuggling with him, and generally growing up, and the two of them generally doing their best to take care of each other. Which is good, because the main plot is trying to do some kind of politics/intrigue thing, and not doing a particularly good job of it.

It's got a psychic bond thing which the dragons use to boss around and possess their humans. They set up a whole religion to convince humans that being a dragon rider is this incredible honor when in reality it basically sucks. It's like the author saw all the Fourth Wing reviews that say "I don't get it, why don't the dragons just enslave the humans?" and decided to actually write that.

In The Sky on Fire they basically either ignore or abuse the humans, and take riders purely for selfish reasons (dragons who do too much magic go insane, so they like to have a rider they can force to do magic on their behalf).
