Oke of the most baffling balancing decisions (that can't be chalked up to stupidity, a'course) I've ever come across is Freezing in RoR2. Its first benefit is completely stopping an enemy in their tracks (as expected, a'course), but its second benefit is applying a 30% threshold to the enemys health bar. Hitting an enemy after they've been frozen (or hitting them with the Freezing skill in the first place, it varies annoyingly) and either bringing them below the threshold or inflicting damage while they're below the threshold instantly kills them, effectively reducing their health pool to 70% of the total. Now, the really odd part is that all but three bosses are immune to Freezing: Mithrix, Void Devastator, and False Son. The common factor among this trio? They're all *final bosses*, the capstone of a run. Why allow such an increase to damage dealt against the most powerful enemies in the game, but not the second most? It's not like the survivors in question need it, at some point the bosses in question have scaled so high with difficulty that they can now oneshot you if you aren't benefiting from oneshot protection ag the time of being hit, and in turn your character will be lugging around a decent fraction of the UES Contact Lights inventory, meaning DPS is nowhere near being an issue. How, you may try to counter by pointing out such damage scaling from the final bosses makes it a necessity, but that scaling applies to ALL bosses, not just the final ones. It's just so inscrutable
