What city could I go for months and still not have explored all the museums?

So imperial capitals? Maybe Vienna and Washington DC? How to know which one is the best? Also cheap/free and not just about the greatness of the former empire would be nice.

There are some museums I've been to that would take many days to see the complete collection. Also, I doubt I would go every day without a break. I'd also see other parts of the city sometimes, or at least have a quiet day out at park and a cafe sometimes.

According to Wikipedia

But what counts as a museum is not well defined and would I actually want to spend months in either city? Do they have months of good enough weather?

any major european capital. rome berlin vienna amsterdam etc. they all have fantastic museums from tiny to massive.
paris and london are the greatest of all and london beats paris because entry to the permanent exhibitions of all the major museums is free

national gallery

tate britain
tate modern
imperial war museum
then there are the smaller single topic museums like the hunterian, the old operating theatre, postal history museum (which is better than you might expect), cartoon museum, etc etc
you could spend years exploring them all and then if you somehow run out of things to look at you can take a day trip to oxford or cambridge and visit the ashmolean or the fitzwilliam
now is a good time to visit because the v&a east location has just opened the david bowie centre which is worth making a trip for. also the neo impressionists exhibition at the national gallery looks pretty good, i might visit it myself soon
