Well people tend to be quiet in Japan and loud in China, but Japanese cities are noisy. Even some villages and small towns are noisy due to nearby construction sites or major roads. Australians have a reputation for speaking in loud voices but I found Sydney to be a fairly peaceful city. London is noisy but a lot of British people speak quietly. So you see why this is unanswerable if you ask about an entire country.

Quiet: Italy. I felt really at peace there. Even in tourist areas where there were a lot of people, there was a quietness about it that I can't put into words.

Loud: China. Loud construction work, trash collection, advertisments over a loud speaker that can be heard from half a mile away, and cars beeping constantly. The beeping was a huge shock. I just couldn't believe how frequently people beep their horns. In China it's completely normal to beep at a car if they stop in front of you for any reason. It's like they don't know that there's traffic in front and the car that stopped is unable to move forward. I found it kind of stupid.

I have never understood why they cannot turn the alert volume DOWN on those. It's disturbing for the customers, it must be even more so for the employees who have to stand right next to them.

Most cheap motels in the US are located next to noisy roads. They are anything but quiet, especially in those trashy parts of the country where everyone has nothing better to do than install loud aftermarket exhausts on their whip and revv it up. You're much more likely to find quiet lodgings in Thailand, where koel calls are your only wakeup call.

As someone with extensive experience living in both the US and the Philippines it really depends on where you live. If you live in an apartment complex in the US it doesn't matter how much noise is coming in from the outside. There's probably somebody else inside of the building who is going to drive you nuts. It might sound completely shocking but in the Philippines there are quiet places. Specific subdivisions etc. Also some barangays enforce rules about noise especially like say after 10pm. I live in a rural area and there's peace and quiet unless it's someone's birthday or a holiday. In those times they do videoke. Condo in the city? Vehicles purposely modified to make more noise annoying you at all hours of the night.

Speaking of the apartment complex situation in the US. One time my neighbors in the unit above me were in a huge fight. A man and a woman. I could not understand what they were saying but they were stomping on the floor and yelling loud enough for their voices to penetrate through the floor. I did not enjoy it. So I got up to the ceiling of my room and held up a speaker to it playing Justin Bieber's Baby until they stopped.

I did that except it was my next door neighbor and he had a hot tub out on his deck and was having sex in it loudly so I took my stereo and wedged it in the window and played "rape me" by nirvana and they stopped in a few minutes
