This is also my experience of Japan after three trips there. I saw like 10 black people during my latest trip this fall, and probably well over thousand Chinese tourists that jump the lines and misbehave all the time.
Urban nightlife districts have had large Nigerian dudes as doormen trying to get you in scammy night clubs for at least 10-15 years now, they can be persistent like any salesmen but they can't do anything if you ignore them.

I just got back from Japan, spent 3 weeks there. Was in Tokyo; Shinjuku, Shibuya, Roppongi for days, and Osakas Dotonbori, and never had a single negative interaction. Never saw any violence either. Yes there were touts in Kabukicho who approach you occasionally but you can just wave them off.

Yes, that's the case. If police don't solve a crime soon, they essentially give up on it. If a crime is happening openly for too long, they outright ignore it. I find it fascinating how this whole trend of depicting Japan as some sort of hellhole has blown up to such comical levels, when things are completely fine if you actually go there. And FYI I've been there about 3 times now over the past 10-12 years, and while it has definitely become more busy and touristy, it is usually blown out of proportion (aside from the aforementioned tourist hotspots like Shibuya jesus fuck that place is intense). It's good by global standards, but there's been a noticeable quality drop pre and post-covid. Companies are using cheaper and cheaper ingredients to try combating inflation and it's very apparent. Restaurants that were reliably good a few years ago are now using cheap imported meat that tastes a bit funky. Rice is often cheap imported stuff these days (and before people say it isn't, rice prices have more than doubled the past couple years and the government keeps lowering farming quotas so the country isn't anywhere near having enough locally grown rice to supply itself)

The worst is convenience store food. I used to get a snack at them here and there, and sometimes a bento late at night. Now I refuse to because they all taste foul, they have far less inside them than they used to, and the price is far beyond what it used to be. Famichiki is beloved by tourists for some reason, and while it had actual meat in it a few years ago, these days it's just a lump of fat with a few meat chunks. The last few times I got it, the oil just spurted out with a single bite and lumps of fat sprayed onto the ground.
