Of course you're not going to open a shop and give jobs to three local dudes in a place where anyone can casually walk in with a gun and rob it without consequence. Compare this to some Asian countries like Japan or South Korea after WW2, or Eastern Europe after the fall of communism like Poland. Those were poor countries that happened to be poor because of reasons other than culture of crime and scams, which was respectively war and communism, and once those reasons disappeared, so did poverty.
IF your country's culture says that it's okay to kill and rob out of envy THEN your country will be poor. Not the other way around.

I don't speak Japanese but I'll be in Japan in February and can show you around. I would do it free of charge too. I have a few friends in Japan as well that are very eager to see me again I'm sure they wouldn't mind a plus 1. I'm an American and I'm studying a bit of Japanese. My recommendation is to learn some basics though! It and google translate can get you very far.
