Eastern Europe = Nobody gives a shit about anyone or anything

Western Europe = They have some level of law and order that discourages this type of behavior

I don't think that that's a thing anymore in europe as fright trains got almost completely decentralized and "on demand" means if there's capacity freight trains will get green lighted if there's no capacity they get stopped at the next larger intersection for 10min to 10h. You have 3-4 main arteries with somewhat fixed schedules anything else is hard to predict where or when trains are going.
