It's basically advertising who you are and what you're up to.
At the time Borat came out, there were shitloads of articles about Kazakhstan, and Nazabayev did the right thing in using the opportunity to promote rather than attack and sue.
It's quite rare for a nation to occupy media time for a prolonged period and to just constantly soak up positive PR from it. It no doubt really helped change lots of peoples perceptions of KZ, from being a soviet shithole, to somewhere which is relatively "up'n'coming"; a smaller scale version of what the Beijing Olympics did for China.

What is a tourist department even? I've always found it creepy. A group of people dedicated to selling their country like a cheap fun fair. Not even someone representing an industry like Cars who would have personal gain, but literally the country in general so you're inadvertently working for the airlines, hotels, prostitutes, scammers, shitty souvenir shops. To me it's just gross.
