Because they are the easiest places to go. You can go straight to Pattaya from BKK airport, no need to find the bus terminal and then find a bus to some place you've never heard of. You don't have to worry about people not being able to understand you in Pattaya. It also has a beach right in the middle of the city, which many farang like. The real draw of Hualien is the dogs. There are hundreds of friendly, well-fed "community dogs" roaming all around the city but especially near the beach. You can rent a place near the beach, buy a box of doggie treats, and spend every day blissfully getting knotted by two or three different dogs. It's been a bit over a decade since I went and I still get hard every time I think about my trip there.

The beach is neat to listen to. The water comes in, soaks the rocks, then rushes out back into the ocean between them, so you hear this sort of hissing noise that I've never heard at any other beach before.

There's also Taroko Gorge, which is worth a day trip with a decent guide. A lot of the local cab drivers can give you a solid tour of Taroko; they'll drop you off at one end of a walkway and pick you up on the other end after you've walked through to admire that stretch of scenery.
