If you want to get to know people, my only personal suggestion is booking one of those group tours to some places you're interested in. There will be plenty of other people traveling alone there. Other than that, my vacations are mostly sightseeing and eating local food. Most of my european trips were going to cathedrals, museums, historic landmarks, etc

Something like asking around for a good gym to go to or a lunch spot becomes something more when you meet interesting people in that manner. Usually people wait until nightlife in order to socialize, but you can meet tame people during the daytime hours.
