Belarus is fine, but it depends on what you are interested in most. If you like casual sightseeing, then it is better to make up an itinerary in advance, so that you don't waste your time. Food is also nice here, fatty and full of carbohydrates.
For large cities, I would highly recommend Grodno and Minsk.

Yep, it is very safe. Just do NOT involve into any political actions or discussions, and also use common sense, like do not engage in fights with drunk people, don't forget your belongings and stuff.
In case of any interaction with local authorities, just keep away from demonstrating any political preferences. Other than that, you'll do fine.

Highly unlikely. No one here in Belarus (except maybe drunk people and total idiots, both of which are rare) would dare to mistreat you just because you are an American. On the contrary, people are commonly pleased to learn about Americans casually visiting Belarus.
You will notice that younger people won't miss a chance to practice their English with a native speaker.
