It's not about being legal. It's a grey market. I guess technically they want you to have a license or something, but nobody does and the sellers just pay bribes to officials. Thais invested huge amounts of capital into it just so the government could try and flip flop a couple years later. They can't really put it back in the bottle now. Like I said, buying isn't the issue. Smoking it is. Forget about smoking outside unless you are looking for trouble. I'm sure you can find edibles easily as well, but I prefer vapes.

Barely anything changed

I should be able to bring cannabis in checked baggage AND aboard a plane in my carry on without risking seizure or arrest so long as I don't smoke it on the plane or in the airport.

It's difficult to find secluded public spaces in any town or village in Thailand, where you can smoke without being visible to passersby. There are property walls and gates along every road, and disused properties are usually too overgrown with brush to enter. Personally I liked staying in cabins in the provinces and smoking on my front porch.
