He, like Shrek, was abnormal. However, Shrek fought for what he wanted, specifically going on a journey to save a princess just to get people out of his swamp. He put in the effort to get what he wanted. Farquaad did not. He outsourced the work to get the princess. He wanted to take the easy route. That is why he failed.

Lord Farquaad did a lot wrong in Shrek — he’s basically written as a fairy-tale dictator and the movie’s main villain.

Some of the biggest things he did:

He forcibly exiled fairy-tale creatures from Duloc because they didn’t fit his idea of a “perfect kingdom.” Characters like the Three Little Pigs, Pinocchio, and Donkey were rounded up and dumped into Shrek’s swamp.
He tortured the Gingerbread Man (“Gingy”) for information, including ripping off his legs and threatening him.
He treated people as disposable. Instead of rescuing Princess Fiona himself, he made knights compete in a deadly tournament so someone else could risk their life fighting the dragon.
He wanted to marry Princess Fiona mainly to become king, not because he loved her.
After Fiona’s curse was revealed, he planned to imprison her forever because he found her ogre form unacceptable.
More generally, he ruled Duloc as an authoritarian obsessed with control, perfection, and appearances.

Part of the joke in Shrek is that Farquaad acts like the “civilized” ruler, but he’s actually more cruel and shallow than the ogre everyone fears.

fun fact: Shrek 1 was such a phenomenon within Hollywood as the first film to successfully parody Disney animation, that there was a real fear among the Academy that it would win best picture.
