coruscant didn't become an ecumenopolis just because it became the capital of the republic, in legends at least it was the homeworld of humanity and sat at the nexus of a ton of key trade routes
in star wars at least it seems prime locations on trade routes or key industries/old worlds were the big criteria for ecumenopolis forming. see for instance taris which declined as its trade route became less relevant
