Yes. Westerosi militaries are largely built off levies. Most soldiers are random peasants their lords raised shortly before taking them out to war.

Isn't that the standard Lannister armor that is seemingly issued to Lannister soldiers? Which would be a difference from how historical medieval armies of peasant levies were generally equipped.

If he needed to justify his assignment on guard duty and/or explain how he was able to buy his own equipment, it probably wouldn't be too hard to fake that he's like the fourth son of some pissant minor Westerlands lord that everybody barely remembers in the first place.

no
disregarding that feudalism was almost a 1,000 year period with each region having their own flavor of how things worked, each "tier" of feudal lords had to bring a certain number of equipped soldiers with them to war.
this doesn't mean that they all actually adhered to the rules so you might actually find someone who brought random peasants with him to war.
