Instead of quadrants, they should've divided the galaxy by its spiral arms. Just come up with some technobabble explanation that its easy to travel within each spiral arm but in the gaps space doesn't warp as easily so travel takes much longer. Essentially turning the arms into continents and gaps into oceans for story purposes, which is pretty much how the quadrants are written as in DS9/VOY. Somewhat solves the complaint that VOY encountered the same aliens for too long and Neelix's guidance/knowledge lasted longer than it should have.
