Think the purge, but like a city targeting this one high rise apartment.
The rent it ridiculously cheap, fully furnished, amazing views.
But every year the city encircles the building, phone lines cut, film crews broadcasting as the city starts massacring everyone inside, ground floor up, the residents have to get to the roof to try and escape; they climb the outside walls to escape to higher floors and get shot at from the onlookers outside.
Some make last stands, some build barricades, most die.
Once the sun comes up, if you're still alive; hand in your month's notice.

Amelie style movie, a young women with her happy-go-lucky attitude brightens the lives of many miserable people living in their commieblock around her
Movie starts with one of the tenants looking down his window, and he's pissed that down below, two commieblock's are painted yellow with a line connecting them. His schtick in the movie is trying to get those commieblock's washed out to grey. Movie resolves with him painting the outsides of every commieblock the Amelie MC "connected" and trying to meet the yellow tenants down below
