If you just light it like a day scene (or film with natural daylight) you get a very flat end product no matter how much of a blue filter and contrast you apply in post. So you need to set up your scene properly (in terms of chiaroscuro) before you start shooting. Going with hard direct lighting is obvious, of course, but when you do that, it makes a massive difference with directions and angles your light comes from. Backlighting gives you silhouettes, angled from left gives you deep shadows on the right (or vice versa), a top-down angle gives you that "full moon" effect, and so on. So you have to make huge decisions early on, and be certain that it'll work out. And people don't do that anymore. I'd say low budgets and time pressure do play a role here.
