In Star Trek II, the whole point of Khan stealing the Reliant was to kill Kirk. He didn't have any plan after that. It was always a suicide mission for him. If he had won and destroyed the enterprise while still keeping the genesis device on board, then what? He knows he would have been hunted down by Starfleet and killed eventually, and it isn't like he was going to go back to Ceti Alpha V.
