First time I watched the movie I genuinely thought he got a new job as pest control and was hired to check Matt Damon's apartment for rats and kill them, that's why there was a rat at the end of the movie. He just saw Matt Damon and since he was a trigger-happy cop shot him on the spot instead, the irony being that Matt Damon WAS a rat, but in a metaphorical sense.
And then the real rat shows up and the audience realizes what's really going on.

I saw it as cop-brotherhood loyalty and personal care for the chief, and a more abstract cop-brotherhood loyalty to Di Caprio, and also Wahlberg being a fiery, violent, angry personality who sees justice in this case as being Damon's violent death, because even with whatever evidence Wahlberg may have, the justice system is slow and uncertain, and the police union/politics of a shady statie complicate the certainty of any just outcome in the legal system, plus "he doesn't deserve to sit pretty in protective custody when these other cops lost their lives, he deserves to eat a fucking bullet."

Seems like it depends on whether he gets spotted coming out of the apartment building, and if any witnesses can clock his extremely sus outfit as that of an assassin rather than blowing it off as a utility or home service worker of some kind (like a pest control guy). If he clears the area unclocked, I feel like his chances are good, and especially if that recording of Damon and Nicholson makes it to the court of public opinion, few cops, prosecutors, or politicos are going to gun too hard to track down Damon's killer cause there's very little upside in that legal "win" for them.

I don't get any sense he was there posing as pest control. I always assumed he infiltrated the building, suited up discreetly onsite before accessing the apartment, and laid in wait. Never really thought about the getaway til this thread.

And as far as this goes, with the way that department was portrayed, I feel like all he'd need to do is provide any lookie-loos the evidence he has, lay on some guilt, cop-loyalty, and whatever authority he has in the dept. over them, and most of the cops would pretty easily look the other way/stone wall/circle the wagons.
