the dumb monologue where Dr. Evil talks about his shorn scrotum and being Belgian and Austin's "englishness" propelled similar gimmicks with Fat Bastard and Goldmember, even though with Dr. Evil and Austin it's more incidental and there's more going on with them than the accent or casual references
And also Europe just being generally "funny" was also just a concept endemic to the 80s and 90s and early 00s in a way that it isn't anymore
When was the last time you saw a "foreign exchange student" or "my grandma is from a village in this made up european country and she's really weird!" plot in something? Whereas most sitcoms from the golden age of network TV would have episodes/arcs about that, or would be based around that concept entirely like Perfect Strangers
