That 1987-1992 period is the peak. If you want it strictly decade vs decade the eighties takes it, but depending on your subgenre preferences I could understand someone saying nineties.

In general yes. Early 2000´s still had some gems though like The bourne identity is from 2002, Underworld and Kill Bill are from 2003, Shoot´em up is from 2007. Are those as great as T2, Face Off, Who am i, Total Recall or Demolition man? Probably not but they are still good enough that one wouldn´t consider them part of the decline.
