We've had sex scenes for decades without problems. Why was this shit implemented?

It's protection for both the production and the actors. Production is future-insured against claims of impropriety.

It gives the actors (mainly the actress) a 'third party' to talk with in a more relaxed setting. Most directors are autistic spergs and probably also psychos. This is a very bad combo when it comes to preparing for a sex scene.

Instead there's someone with proper people skills to have an in-depth discussion about what the specific choreography will be and making sure each actor is comfortable in advance.

No. Not if the people on set behave like adults. It's especially restrictive for smaller productions. But like I said, super useful for larger productions
