The leading theory for why so many ancients used base 12 number systems and why our time keeping still does is that they would use their thumbs to count the 12 segments of their remaining fingers. The observation that there are 12 months in a year likely reinforced the belief that this was the correct, if not ordained way of doing things. It's the reason we have 360 degrees as well.

This can be measured using a plumb bob to set a stick vertically in the ground, and tracing an arc made by the vertical stick, and dividing this in two, then using the 90 degree mark to determine noon. Before standardized time ones, this was how noon was determined for individual towns, usually at a set location, with hours divided from there. There was also Greenwich Mean Time, and Paris Mean time, which were both used for calculating longitude, based based on the time difference of noon, between Greenwich/Paris, and whatever geographical location. These individual times in different cities and towns caused major issues for railroad scheduling, so the USA was divided up into different time zones, which were used to calculate the “official time” for all the cities and towns within these time zones, even if “Official Noon” was somewhat off from “Actual Noon”, and this is the current system used in the USA, and much of the world. As for checking time, some major cities and towns, had some official, who kept track of actual time and official time, and who could then use this difference to set an “Official” city clock, listing “official time”, which would then be used by all the locals, to set their own watches and clocks. Other people would use the clocks in railroad stations, since these had to be kept accurate. Later, with the introduction of the telephone, and widespread use, there was an official telephone number that could be called to check the actual official time for your location.
