I think the line is fairly misunderstood.

It's not a comeback. It's not quippy.

It's not hero speak.

He is referencing purpose.

When they first fought, he came to die. Rachel was gone, he held nothing back, but in his heart, he expected to die.

Bane could sense this in the first confrontation and said so.

After rediscovering fear, Bruce has returned and Bane falsely assumes he merely intends to go out in blaze of fire - to die with his city.

Bruce tells him that isn't the case this time. He's come with a purpose.

Batman has returned.

But I thought this Batman was Rises because he raises out of the well?
I think it's too muddied for my taste, Batman Begins you can tell he's Begins because he's just starting, and Dark Knight because he "joust" with his motorcycle against Joker
But I'm pretty sure the third Batman is Rises because he rises out of the well
