It doesnt all have to make sense because its just the backdrop. Luke needs to be on a desert planet so the movie could be like Dune and Laurence of Arabia, the main inspirations.

Parts of africa have limited access to water, and places like south africa export bottles water to other african nations at great expense to tye buyers. The cost of importing water is oppressive, and it is economically stunting these other countries development. They are trying to promote the development of new wells or new technology (desalinization, water treatment plants) to become self sufficent with water but foreign water imports compete with domestic infrastructure development. Some have looked into limiting how much water is imported or even outright banned bottled water imports altogether as it was competing with centuries old domestic water merchant traditions. In star wars this is happening on planetary scales.
