The old seasons of HK just had a casting process that mainly favored retards, and hired like 3 competent cooks. By episode 3 or so in each season you could guess the final 4 or so cooks because everyone else were cartoonishly bad. Their purpose was to be screamed at by a Scottish chef with a very fancy watch.
