The villain was a weapons dealer who was doing something incomprehensible with small amounts of cash involving three completely different women. I don't even remember the third one.. He never sold any weapons and he only talked about them once and it was retarded.
De Niro had like eight minutes of screen time. Twenty seconds of it was clothes-on fuck with Bridget Fonda, like something from a wacky 80s comedy. Neither of their characters did anything to move the plot or had any development.
I don't even remember the male lead's name or what he did except that he was a bail bondsman. He was a charisma vacuum.

Given the media, they fantasize about brutally torturing people. Given a country, they mass murder children.
