VHS players that only played, but did not have a record feature, were a thing, and I think likely existed most of the time VHS player/recorders were bring sold.
The player only options were available at around half the cost, and lacked a recording head, that added extra complexity and cost.

Yes, but VCRs didn’t have remote disabling, so unless the police raided a shop selling the new but stolen VCRs, or if one of the VCRs broke, and was taken to a repair shop which realized the VCR was stolen, the VCRs could be sold for at least 50%+ of normal retail price.
