umm, disposable agents wracking havoc with the only help of really good intelligence, is exactly what those secret agencies are doing. russian ones have sabotaged a good chunk of german infrastructure and military over the last years this way and every time the spy is caught, it is some russian loser who received a 4-5 digit amount of euros for following instructions like "get access to factory using this passcode and cut a whole into something". the most unreasonable thing about the movie is that CIA would let its contractors ride with them on the plane and reveal that much of their operation to them.
