It was specifically so they could use the same mold for every figure. Making Peter scrawny would mean he couldn't use the same "buff" mold every other figure used. So Peter became a bodybuilder.

Take this argument to /toy/ and see how many molds were reused between the Spidey figures. That's more of a GiJoe issue. The comic stuff was generally one unique mold per figure, even of the same character.
