It's not quite that simple. Pantoliano was asked to act as if he didn't, or decided to play it that way, and did a phenomenal acting job of coming off as if he did-dent kill Pie O My. What makes it so bad is how he treated him like shit in the years leading up to actually killing him. That scene in the back room of the Bing where Paulie makes the crack about Christopher's daughter and Tony is sitting there laughing like a demon in the smoke is the real moment Chris dies.

So it's not the individual act itself but more so his overall abandonment of Chris that was the worst thing he ever did. As soon as Tony decided he wanted to fuck Adriana, he started subconsciously hoping for Chris's death and did a lot of shit to make it happen. The particulars are wrong, but Cleaver is accurate in spirit.
