Once nuclear proliferation became a big issue the government didn't have need to subsidize the industry to get enriched uranium or plutonium for bombs a lot of money ran out. And the path to commission and build a NEW nuclear power plant has so much red tape and buffers built in that it costs so much extra money and so much more time that it guarantees the project will be canceled before they even get to break ground. Modern reactor designs in general are all pretty fail-safe. You can just make a pebble-bed reactor where the individual pellets of fuel are individually so small that they couldn't get hot enough to cause a melt down in the first place.
